    They can start by aligning salaries with the private sector so that they can compete for talent on a level playing field rather than paying ridiculously high salaries to fresh grads who then get stuck with their golden handcuff / rice bowl jobs.

    Ok I can't speak for ALL entry level finance jobs, but I am 100% certain that some of them pay more than this

    Our city is supposed to be fiscally conservative. That is at odds with paying fresh grad bureaucrats 55k+
