Taiwan Passport Holders - allowed to Enter HK?

I am trying to get my head around immigration regulations for someone in Taiwan.

    Looking here: https://www.coronavirus.gov.hk/eng/inbound-travel.html

    I see this:

With effect from 0.00am on March 25, 2020 until further notice: All non-Hong Kong residents coming from overseas countries and regions by plane will be denied entry to Hong Kong; and, Non-Hong Kong residents coming from the Mainland, Macao and Taiwan will be denied entry to Hong Kong if they have been to any overseas countries and regions in the past 14 days.
    (my italics)

This person has been in Taiwan for months. So, I presume they can enter Hong Kong as a visitor (get 30 days) using their passport and then home quarantine for 14 days. Is this correct?

Because HK is pretending that Taiwan is part of China, I would call Immigration and find out the story- because China and Macau can enter HK I think, without HK residency...

This fiction is how I was able to quarantine at home because "China" includes "Taiwan..."

In this same way, Taiwan says HK is the same as China for rabies purposes and considers HK an infected country, making my cats wait 180 days after vaccination in HK...

Lots of political games going on, e-mail immigration...or apply for a tourist visa and see if it's approved.
