    6PM Press Conf Announcements + Q&A

    - All test results have been sent to people via SMS
    - 300+ households were visited, many did not answer.Govt does not have "detailed" information.
    - Other than confirmed cases, all people tested were negative
    (Crappy translator)
    - As long as results are negative, people can leave and reenter as they wish.
    - Hope to revoke the testing lockdown by mid-night
    - Over 7000 tests conducted, 13 were tested positive. 4 from same family and 2 others from another family.

    Q&A

    13 cases out of 10K people. Is the rate higher or lower than expected?

    So far out of 7000K+ testing, 13 cases, +ve rate is 0.17% - in targeted group testing the +ve rate is similar. In a small area where this was identified, we will be analysing the cases in more detailed fashion. The compulsory testing is effective.

    Is an effective method

    We don't think it is a waste of resources and manpower.

    Fruit Market - Mandatory testing? (70 cases found)

    - CHP will continue to monitor and will make a decision on what type of testing is appropriate.

    How are people in units without cooking facilities and elderly who wait for food delivery handling this situation?

    - We have received enquiries and staff are working on identifying cases.
    - When people arrive at testing center we can provide instant noodles, bread or chocolate.

    (Far too much .. just far too much time being spent on people who have left the zone and cannot be tracked)

    Chinese Medicine Update:

    - HA has been studying Chinese Medicine for discharged patients.

    - Starting from 25th, HA will provide AWE with "special chinese medicine" for those over 18, on a voluntary basis - helps relieve symptoms and will be monitored / accessed by both Western and Chinese medicine doctors.

    Chinese medicine clinical information

    - Been offering this service to over 700 people who have been complaining about shortness of breath and loss of sleep. Many have improved.
    - This is not started for in-patients, but in the Mainland this is standard practise to involve TCM in Covid-19.
    - Acc to clinical literation from mainland, the efficacy rate is over 90% - effective for quick relief of clinical symptoms like fever and cough (and other clinical symptoms), secondly Chinese medicine can reduce mortality rate and increase recovery rate and slow progression from general to serious.
    - Mainland experience tell us that this is combo is good for physical improvement and lung problems
    - Cannot elaborate due to time constraints.
    - TCM is effective for shortness of breath and lack of sleep
    - Will be offered to patients at AWE who are not on anti-viral treatments
    - Has been ongoing since April 2020 in post discharge general clinics
    - If liver and kidney functions are normal and no allergies to TCM etc..
    - Western doctors will do the daily consultations and will refer appropriate cases to TCM practitioners
    - 3 day course will be offered, granulated pills


    Jordan - Lock Down Q&A

    - 13 cases include 1 2 year old infant who belongs to a 3 person family
    - Remaining 12 cases have been tested before and 2 were not tested before, 1 lives in core area and another has not been subject to mandatory testing.

    Chief Executive Carrie Lam said on Tuesday that more lockdown orders could be imposed to curb the coronavirus after a "successful" operation in Yau Ma Tei and Jordan over the weekend, adding they will be "ambush-style operations" made without any prior announcements.

    She told reporters before heading into the weekly Executive Council meeting that the weekend lockdown helped stop the spread of the virus, as 13 cases were identified from more than 7,000 residents living in around 150 buildings.

    It's the first vaccine approved for use in the SAR and a million doses are expected to arrive in the second half of next month.

    The government had originally planned to give elderly care home residents the coronavirus vaccines produced by mainland company Sinovac. But the Sinovac jabs could not be delivered on time, leaving the authorities with no choice but to use the BioNTech vaccine, which was recommended by an expert panel earlier this month for emergency use.

    "Ambush Testing - Went Well

    Chief Executive Carrie Lam on Wednesday said she was thrilled that an overnight lockdown of two streets in Yau Ma Tei, to identify Covid-19 carriers, had achieved the goals of "being confidential", "focusing on an area", and "compressing the lockdown time".

    She said these objectives were set after authorities wrapped up the city's first lockdown in Yau Ma Tei and Jordan over the weekend.

    Tuesday night's operation was much smaller in scale than the weekend lockdown, details of which were leaked before it took effect.

    On her Facebook page, Lam said authorities had adopted "parallel testing" – using both rapid antigen tests as well as nose and throat swabs – to speed up the identification of coronavirus carriers.

    Question on trends:

    Cannot comment that it is a reduction. The cases are quite wide spread although sporadic can turn into super spreader events. We have to be careful and vigilant.

    Many buildings have similar designs with contribute to the spread. Both horizontal and vertical spread has been found. Vertical spread is found in more cases.

    Total Number of UK and South African Variant

    - Total 16 similar to UK and 2 similar to South African and 2 are unclassified (similar but not completed on gene sequencing)


    HKU Study: More than 50% of residents do not intend to take the vaccine - any comments?

    Don’t take this the wrong way because I’m certainly hoping so. What more does it need for this government to wake up and start putting in some real rules for CNY now? Or at the very least make it clear that there will be no relaxation of current rules.

    The longer they leave it the more problems they are storing up for themselves.
