At the moment yes... Also worth noting that most civil servants with years of service were offered the full British passports at handover. Of course most of those are now retired...
There isn't technically any way for the HK government to tell if someone holds BN(O) status, or a BN(O) passport, AFAIK. They could require government workers to declare that they don't, in which case it could be serious if they lie - more than losing-your-safe-government job serious.
British citizenship allows people to renounce and then they can "resume" their citizenship later. So people could always do that.
Not to mention losing your pension serious, which is arguably worse than losing your job... albeit imprisonment would be worse!

Before 1997, how did people in Hong Kong apply for a BNO? I have a strong feeling it was through the Hong Kong immigration Department ...
