    - Is he saying that HK is not controlled by Beijing? Does that make him a separatist?

    Also lets look into:

    - Free flow of capital: Yes that is true and this is probably the big one. The minute the free flow of capital goes, that is the end of HK as a global financial centre.
    - Free flow of talent: What does this even mean. Anyone who isn't a Hong Kong permanent resident or RTL needs a visa to work in HK. Also it seems its harder to get a visa than previously.
    - Information? I think he means free flow of information. But haven't we seen some censorship going on. Also how does this fit with the NSL?
    - Independent currency. The other big one.
    - Independent judiciary. I think it can't be independent, isn't that what CY and others have been saying? Also what about judges picked for NSL trials?

Now in the SCMP has updated its headline. Heritage Foundation has been "blasted". In previous years the HK government was happy to give the Foundation a blind BJ and bend down as low as it was told to. How times have changed.

"Hong Kong minister blasts city’s disappearance from ‘world’s freest economies’ rankings, as compilers list the financial hub under China for first time".

The HK government's credibility is far lower than even this index. Its like a thief accusing others of stealing.

well the protestors got what they wanted. What was it, "if we go down, you go down with us"?

"Our core economic competitiveness in terms of free flow of capital, free flow of talent, information, free flow of goods remain, the Hong Kong dollar remains an independent currency linked to the US dollar," Chan said.

Free flow of talent? How, you mean the one coming from the north. Otherwise for the free flow of talent from elsewhere it's 3 weeks of quarantine in a tiny hotel + immigration work visa taking ages.

I'm definitely chuckling within... as they say 'you reap what you sow'.

That said, without having analysed the criteria in too much detail, is it fair to expect that if HK & Macau were "combined" with Mainland China, the clear differences that still exist in the two SAR's (yes they are diminishing, but we're still not the Mainland yet) ought drag up China's average? Yet China also dropped a few places this year.

Indeed, the slogan was “if we burn, you burn with us”, which is obviously defensive in nature and meant to suggest compromise is best. Nobody wants to burn, and the capacity for starting the fires and putting it out clearly rested with the authorities, who with the NSL, clearly set everyone on fire because - “darn the protest and protesters”, being reasonable is entirely beyond us. So yes, the laam chau people got what they “wanted”, thanks to the actions of the authorities, which is what it was predicated upon.

Doesn’t matter to those who only consider HK first and foremost a Greater Bay Area city though does it.

All very sophisticated thought process's, but surely the simple explanation is where the truth lies.

The pretence is over now, the cat's out of the bag, the plan is being rolled out, no need for subterfuge any longer.

Will we see a big speech in Beijing declaring poverty over in China and the foreign funded separatist imprisoned in HK in the next few days?
