Current measures expire on March 31st...
They will announce in the next couple of days that swimming pools, beaches, playgrounds (and churches if you are that way inclined) are to reopen. Everyone will get VERY excited.
They will then confirm that this is from May 1st not April 1st. Everyone will go on Geo to moan and complain.
They are not opening the borders until after Oct 1 - when the CCP celebrates its 100th anniversary.
Nothing will ever jeopardize that celebration.
It’s not that easy to get a food license (and even if you get it, it takes months) some older buildings can’t apply for a food license for example. Unless they had already a license from way before but nowadays they are more strict with safety regulations.
A lot of so called bars serving just some snacks have a light refreshment license and thus are allowed to be open even if they hardly sell any food.
No that is not true. You can't 'just' apply to be a catering establishment and get it. Your establishment's kitchen has to be at least 20% of total square footage and have an exhaust system. Some bars, after months of being closed, don't have the money to renovate and install these systems. Some establishments that seem to be doing what you say, were lucky enough to have a light refreshment license that permits this. it's been especially tough for the live music bars in Hong Kong.
