I think it’s pretty evident now that our leaders in the government, like many in the population, don’t understand vaccines, are scared of them, ultimately don’t trust them. Hence the lack of incentive for vaccinated people who still have to go to quarantine camp if first contact and quarantine for 3 weeks if coming from abroad.
Because of this vague fear and distrust of vaccines, I think they are considering throwing away the existing batches and prefer to start with a new one (even while reassuring us that our first dose was ok... yeah they’re not good on logic either).
The simplest explanation seems to be stupidity.
There will be massive crap between the time public knows of Macau stopping and the press conference by HK to explain why they are not stopping.
The days after will be filled with accolades for the HK govt for finally having the balls to do something right.
People would say "Look at those scared fishmongers over there, glad we don't have to live in Macau"
Macau and Hong Kong have both said there is no problem with the vaccine since day one. No actual reason to stop giving it, and no reason to not use the second batch instead.
The request to stop using that batch came from BioNTech who were naturally worried about global reputation. The decision to use or not use the rest of the first batch will also be predicated upon BioNTech advice. They will obviously be as cautious as possible given both sensitivity in (global) population take up and possible future litigation; they must not only do, but must be seen to do extreme due diligence at every step. I don't see anything surprising or incompetent in this at all - slightly risk averse, perhaps, but I can't see they have much choice given the wider context.
It would be very odd indeed to receive two batches of a vaccine made in the same factory at roughly the same time and delivered through the same supply route, note that at least one has issues and then not properly investigate both batches.
In the press conference they said BioNTech hadn’t finished their investigation still so they had to get a new batch made in a different factory flown in to get the vaccines back up and running. So it’s apparently not a fake problem invented by HK/Macau.
