Correct. Love how we go from “OMG THE DOSES WILL EXPIRE UNUSED” to “OMG THE DOSES WILL RUN OUT” in a matter of weeks.

He may not be the index case, just the first picked up, presumably through routine testing at the airport. The fact there's a high viral load in the buildings could indicate wider spread- he may be a victim of the outbreak rather than the cause.

Getting vaccinated is just the right course of action for everyone no matter where they work. HK is full of dumbfucks at the moment approximately 58% dumbfucks.

How effective will the messaging be from the Government to persuade people to get vaccinated?

Meanwhile, here in Taiwan people are PAYING huge sums to go to the US to get vaccinated (US vaccinates everyone, no questions asked) or, soon, to Guam (seriously, there are vax and vacation promotions, about US 1700 for 4 nights in a designated hotel and the J&J one dose vaccine or stay longer for Pfizer or Moderna).

Make HK people pay a ton of money and wait on a long queue for a "designer" vaccine and everyone will be on board.

People don't know what they have...

There are PLENTY of holdouts just as there are in MANY countries, including, inexplicably, the US where EVERYONE literally knows someone who DIED of Covid (I am up to 6 or 7, losing count).
