“ Main reason was the fact that in Europe you could live almost identical as before, with no masks, rules, etc...”
Your friends are great story tellers,
and probably constantly bend the rules,
and, most importantly, get away with it.
Only travel is much more convenient,
especially within EU.

But what is the reason that this year saw such an increase [from 20,900 to 89,200], the government needs to find out,” said Yip, adding authorities should also look into how emigration would affect the city’s long-term population changes.https://www.scmp.com/news/hong-kong/...mpaign=3144845Over the period, there was a net outflow of about 89,200 Hong Kong residents, outnumbering the arrival of 13,900 one-way permit holders from mainland China.
Belgium doesn't have capital gains tax - then again Belgium is so boring nobody wants to live there, as I recall someone on here saying...
Ditto Especially the health care .most migrants from the mainland cite this as close to number one benefit here especially if have elderly folk or kids with special needs'.
Housing benefit would be another :
workers compensate.
Comprehensive social security another.
For all of the above there is basically nothing even close on the mainland
Bloomberg have a chart to show how recent numbers compare with previous years

All of the expats we know who have left have done so because of Covid - travel restrictions, school closures, impact to their job (eg CX pilots).
Getting back on topic ... (sorry if this was linked earlier).
This I feel is a good indicator of people who have left for good or for a very long time - regardless of the reason.
https://news.rthk.hk/rthk/en/compone...1-20210812.htmAccording to the Mandatory Provident Fund Schemes Authority's latest annual report, almost HK$6.6 billion worth of funds had been withdrawn from April 2020 to March this year by people who claimed they'd be leaving Hong Kong permanently.
The figure is 27 percent higher than the previous financial year, and the highest on record.
