Essentially that's what happens in Taiwan.

People buy the stamped refuse bags from supermarkets and CVS shops, just like they would buy clear unstamped bags.

Non recycleable waste goes in the stamped bags. Recycleables go in the transparent bags.

If the refuse lorry finds an opaque bag non-stamped bag, or a clear bag with non-recycleable stuff, then it they won't take it.

Building management/cleaning ladies/neighbours really don't want to repack the festering waste themselves and so are pretty quick to identify who didn't pack it properly.
