    Rather than changing the existing system, which would be bureaucratically and culturally difficult, HKO could streamline the information they already provide, add more detailed information, and highlight previous incidents so people are more aware of the risks.
    T3 means:
    Strong wind is blowing or expected to blow generally in Hong Kong near sea level, with a sustained speed of 41-62 kilometres per hour (km/h), and gusts which may exceed 110 km/h, and the wind condition is expected to persist.
    HKO is a scientific monitoring department that issues weather warnings according to weather conditions. Last Friday's winds were indeed at a T3 level, which was enough to collapse the scaffolding. We cannot ask a scientific monitoring department to deal with issues of labor protection, scaffolding safety in the city and law enforcement.

    The meaning behind T3 is very simple. If the general public does not have enough common sense to understand the meaning of weather warnings, then other government departments should have enough knowledge to deal with them. The problem is that many government departments in Hong Kong only work by the book and pass the buck to the HKO.

    The Hong Kong Observatory announces that the Tropical Cyclone Warning Signal Number 8 will be issued at or before 5:20 p.m. today (12 Oct 2021). Winds locally will strengthen further. (12-10-2021 15:20)
    Only a little breezy out here ATM. However all the different modeling projections now have a slightly higher peak wind between 23-2am tonight.
