T3 means:
HKO is a scientific monitoring department that issues weather warnings according to weather conditions. Last Friday's winds were indeed at a T3 level, which was enough to collapse the scaffolding. We cannot ask a scientific monitoring department to deal with issues of labor protection, scaffolding safety in the city and law enforcement.Strong wind is blowing or expected to blow generally in Hong Kong near sea level, with a sustained speed of 41-62 kilometres per hour (km/h), and gusts which may exceed 110 km/h, and the wind condition is expected to persist.
The meaning behind T3 is very simple. If the general public does not have enough common sense to understand the meaning of weather warnings, then other government departments should have enough knowledge to deal with them. The problem is that many government departments in Hong Kong only work by the book and pass the buck to the HKO.
