That number comes from government statement. Also makes sense. Lots of venues don't remind you to scan or even check it. Probably this was one of the more casual venues.
Still these 120 unknown patrons don't make make much sense to me. It's very likely that there are infections amongst them, though the government isn't more aggressive in trying to drag them down.
Getting caught in a lie via genome sequencing wouldnt be fun either. I understabd the motivation, but, esp at the beginning of a wave its a delicate line.
