Still these 120 unknown patrons don't make make much sense to me. It's very likely that there are infections amongst them, though the government isn't more aggressive in trying to drag them down.
Even simpler than that I think... LHS doesn't “track” anything, it is a trust based system. It downloads the affected premises and compares with the 31 day list stored on your phone. But it never shares the match or your history with the government or anyone else. This has always been the official line, but conspiracy theorists have managed to persuade everyone that it's doing much more than it is to centrally log everyone's movements. I remember back when we had paper bracelets for home quarantine everyone was swearing blind that there was GPS tracking built into the wristband.

Of course with vaccine mandates and China style health codes then all the big brother stuff with HKID link and upload to a central database is surely coming, and I'm sure they will also trace more people via credit card payments etc. for this outbreak, but for now I think it is rather safe to stop using burner phones...

80/200 as seen in the SCMP.
    App is “toothless” but compulsory.
Tracing works so well in Xi’an so 50centers (as seen from SCMP comments) itch for implementation in HK.
21 day quarantine is vitally necessary, but aircrew get unmonitored 3 day home isolation without so much as bracelets.
The results of government policy are the fault of the governed.
Everybody is a scientist and risk/benefit advocate when it comes to extending the length of quarantine, but health experts become acknowledged thought leaders again when it comes to vaccine passports.
    Gotta love “following the science”.

(I also really don't buy that the mainland authorities or PLA would step in meaningfully... this will be Carrie's problem to deal with).
A starter would be to pay ppl per day spent in PB. We only pay people a one-time sum if they are infected by COVID and can't work and don't get paid leave. That wouldn't encourage everyone to have a 3 week vacation at PB but I'm sure a few more would step forward if they don't risk going without pay for 3 weeks.

It seems you're suggesting the current police enforcement strategies for ensuring compliance of using the Leave Home Safe app are not working. What type of restaurant do the police target if their actions don't get compliance in a big mall food place?

I have a question regarding the use of the LHS app:
When you check-in you have to choose how long you going to be there (e.g. 1, 2...,6 hours) a lot of times I forget to re-scan if I stay longer than the time I had first chosen.
Technically I would be in breach of the law I guess but what are the consequences if they come in and check everyone? Do I get a fine? I mean I did scan but the time I had set has passed.
Annoyingly you can't extend your stay in the app, you need to re-scan if you stay longer.

From my (albeit limited) experience it is exclusively Peel Street on Friday nights.

@Sith - did not know that. I just put it down for 1 hour, or 5 and then if I remember hit the "leave now" or whatever button...

What are the reasons for the unvaccinated to still refuse vaccination in HK? I am curious to know.

Yeah it's annoying as you don't want to be still checked-in while you have left already (many times I also forget to hit the "leave now" button when I leave before the "expiry time".
Have a friend who forgot to check-out when he left and got a notice for mandatory testing even though he had left already before the time set for the mandatory testing.
But a simple upgrade to be able to extend your stay would be very useful.
