Seems most likely at this point that it will try to upload, but it'll fail if there's no account setup/activated on the server end. I assume they're not just silently creating shadow accounts and storing data... at least not until we're required to input HKID and load vaccine info into LHS. Collects your travel information, combines it with your vaccine status, tests, and possibly other health data, and generates a red/yellow/green status QR compatible with the Mainland system. It was a preparatory step towards opening the China border, obviously postponed now...
