    Feb 21: Vaccine Pass Updates

Attending: (Far too many deputy people!)

    1. Deputy Secretary for Food and Health (Health), Mr Kevin Choi
    2. Deputy Secretary for Education (4), Mr Edward To
    3. Deputy Director of Food and Environmental Hygiene (Environmental Hygiene), Miss Diane Wong
    4. Deputy Director of Social Welfare (Services), Mr Kok Che-leung
    5. Deputy Government Chief Information Officer, Mr Tony Wong
    6. Principal Assistant Secretary for Food and Health (Health), Ms Ellen Chan
Will be live here at 2:30PM

    https://webcast.info.gov.hk/revamp/eng/livecast.html

    Highlights:

    • Kevin Choi: Vaccine pass will apply to premises "that will still be open" - club houses, hotels, guest houses, eating, shopping etc. Only vaccinated or exempted people will be allowed to enter.

Some other places will implement vaccine passes too - schools, govt offices, residential care homes etc. There might be some alternative arrangements for patients, primary secondary school students etc - who might have some exemptions.

Persons who are medically exempted will have to get medical certificates from Drs.

Active and Passive Premises - Active will include catering and club houses. Must proactively produce records for entry and will be scanned at entry. Passive premises include shopping malls, dept stores etc - must display directions / rules at entrance. Staff members must comply. Customers do not have to proactively produce records but enforcement officials will conduct spot checks.

    • Tony Wong Demo Day: Apparently the app will make a sound and produce a QR code for the govt app to scan depending on your vaccination record status.

    • "Carrying your vaccine pass, like your ID card seems like a natural thing to do..."

    • Confirms that takeout orders / pickups at restaurants does not need scanning.

    • Data will be uploaded to the CHP after the CHP gives the operator of the establishment a OTP (one time password) which will initiate uploads to the backend.

    • Vaccine Pass will be in use for as long as required to fight covid.

Will not cover the Q&A - since this does not seem to be about new social distancing measure - just covering vaccination pass today.

Important question: will we be able to choose our own ring tone?

Version 4.0 should have some appropriate patriotic tunes or screaming sounds. Elon Musk's fart sound generator was rejected.

Given that ExCo isn't meeting tmr and these deputy directors (so civil service bureaucrats) have no idea what the tightened social distancing restrictions will be, can we infer that the mainland officials are deciding on what they are?

Is there a feasible way to prevent it? (aside from making us present HKID, which will take forever to cover many people)
Seems like a tempting thing to do if the gov somehow manages to quarantine close contacts

You can use your printed vaccine records.
