    2022 Consumption Voucher Scheme

    Press Conference to announce more information about the 10K handout.

    Attending:

    Highlights:

    • First Round: 5K to public who registered under the previous scheme in April.

    • Remaining amount will be sent out "when ready"

    • If the SVF is valid then nothing needs to be done by the recipients. Will be deposited automagically.

    • Some may have cancelled their old SVF or lost their octopus card. Within the specified period their registration records will have to be updated. Approach the operator in the previous installment to check if account is valid.

    • If you have forgotten your octopus card there is a facility to check if the card is registered via phone or octopus website.

    • Timetable: Disbursement Date - April 2022 (exact date TBD), Expires 21 October 2022. Non Octopus will get 5K. If you are using Octopus, you will get 4K in April. When you have spent the 4K the second 1K will be made available from the 16th of May. You can claim it at that point.

    • All 10K needs to be spent by 16th Nov 2022.

    • From 2PM today you can update their SVF account info. "Download the form" or call the hotline or fax. Mail the form to GPO .. for free (yay!).

    • Octopus card users - if you've lost your card, you can get the link "from the web" and fill in simple information - need a registration ref sent via SMS last year to update.

    • If you have lost the SMS - call the hotline 185000 and the registration number will be resent.

    • If the Octopus card is lost of returned you can register a new octopus card using that registration number.

    • Phase 2 will be handed out automatically to Phase 1 recipients. You may claim your second installment into a different SVF facility. Details TBA ...

    • Can spending criteria be relaxed - can we use this to pay rent, or utilities etc?

      - We would like to launch this as soon as possible and the easiest way is to use the existing framework. No relaxation or changes.

    • Hotlines are always busy - what is the govt doing to ensure people can get through?

      - Most / vast majority of the people who received the previous installment don't need to do anything. Estimate very few people will need to use 185000. You can send the forms via mail if you cannot get through.
      - Octopus has received 57K cards back / reported lost. 17K have migrated to JoyYou cards and they don't need to switch information.
      - > 99% of the population does not need to do anything.

    • Prices have already gone up - do you think vendors will increases prices even more because of this handout?

      - Last year's scheme did not affect prices.
      - This year we hope it will be the same (thoughts and prayers etc..)

    • For Phase 2 - More SVF operators have been approached. Taking into account things like coverage, popularity etc. Hope to expand the SVF providers.

    • What about people who have migrated / left HK in the last few months?

      - If you have been in HK within the last 2 years, you're eligible. Even if you leave HK, you may come back and spend the money.
      - Vouchers need to be spent in HK.
      - Last year's consumption voucher scheme - 7.2M people are eligible, 6.3M registered.
      - Between the requirement to spend in HK and being resident in HK, we think we have a good balance.

    • Many premises are closed to April 20th and might not reopen depending on the infection rates. Will these businesses benefit from the voucher?

      - No specific answer given

    • 18 or above - Will announce specific cutoff dates soon.

    So for this $10K consumption voucher, we cannot change the choice of SVF (e.g. from Octopus to TapnGo) for the first disbursement of $5K? Can only change SVF for the 2nd installment?

    As of now, that is correct - no changes in SVF for the first installment in April.

    You can come back and pay for 2 weeks in a quarantine hotel if you can (or even better get complementary accommodation in Tsing Yi) to get your $10,000. Great deal to help the Hong Kong economy!

    Anyway, thanks for the details @shri. We'll have to re-register our lost octpus card. Hope that dickhead who took the lost wallet enjoys the thousands they took.

    As the current restrictions and business closed for months...then again the supermarkets will make big profits as you can only spend there.....So this 10000 vouchers will not support the HK economy....

    Did you not have the serial number of the octopus card on hand to report it lost?

    No ... honestly, the vast majority of places are open, specially if you look at them in terms of where people spend day to day money.

    No one is forcing you to go go to Citysuper.. you can spend the cash at your local wet market, or local take away, or even at charity stores like Salvation Army etc.

    Yes, some businesses will lose out, but hopefully their loyal customers will remember them in phase 2.

    But yeah... go on..

    What about people who were under 18 last time but are now 18 years old? From the summary it sounds as though they miss out?
