They're definitely gonna put plywood and tape around the beaches as soon as the season starts. Just to make sure everyone crowds onto the non gazetted areas nice and tightly.

I almost never wear a mask and it’s not difficult to get a photo of me if you try.
I was on several beaches over the weekend and some hiking trails on HK island and lots of people were maskless and also in larger groups.
Everybody with a phone could have got a photo of a bunch of people maskless and that’s with zero skill whatsoever.
Press photographers with a longer lens and an agenda to put a certain slant on a story could have amassed hundreds of similar images.
P.s. ditch the mask, you’ll thank me.

I doubt very much it was a photo taken recently. The 'article' is just made up of some online comments made by mainland Chinese. They would have then just searched out a beach scene to go with it. Not necessarily'fake' but a stock photo that fits the headline. I don't expect much effort went I to writing this story.
