    While to a large extent this is true strategy, execution of policy, communication and having some semblance of the real world are all areas where quite frankly a report card saying must try harder goes nowhere near the level of assessment required.

    The new CE only needs to make improvements in one of those four areas and they’re already one step ahead.

    This isn’t really accurate. On certain issues where Beijing has a national policy position yes they take orders. On the majority of day-to-day decisions for HK people they do not.

    For example, most of mainland hasn’t mandated 100% mask wearing nor have their schools been closed as quickly or for as long as in HK. No one in central government is forcing those things on us.

    Yes, but one key skill of qualifying for the position is great subservience - bow upwards, kick downwards. Your mask-examples is perfectly making the point: Impress the the puppet-masters by over-executing their orders, while making the citizens suffer even more.

    The ideal candidate combines a low IQ and an ivy-league degree (from UK or US) unified into a inferior brain. This is possible by coming from a privileged background.

    On this topic I don't think John Lee is remotely as interested in reopening intl borders than Carrie is.

    This viewpoint is true to an extent, but the local patriot brigade nurtured by the central government and its local tentacles are ever-anxious to burnish their credentials and exert their control over behaviour. As will the direct instructions from the organs of the party. At a certain point they don’t really seem distinguishable because arguably they are not.

    In comparison the mayors in China proper may not have to deal with a dedicated brigade talking about how foreigners may not respect the social pressure to wear a mask and needing a law…

    It matters greatly who the CE is, even if Beijing sets the agenda. How is HK going to 'relaunch' itself with someone like John Lee, a hardliner from the previous administration who will view every problem through the lens of national security. An ex-cop, intimately involved in the crackdown on HK's civil liberties, sanctioned by the US for undermining Hong Kong's autonomy... is this the right person to convince the world that HK is back in business?
