Am I reading this correctly - new registrants who are eligible PRs get the benefit of the full HK$10k (i.e. Phase I HK$5k too)?

Yes new PR registrants will get the full amount. Non-PRs who register for the first time will get $5k.

I think you are confusing "tourist" with "resident"

(Possibly even a taxpaying resident)

Ok - I ws a low quality resident. I felt like a tourist though as I did little work and paid very little tax.
