I don't see how this would help businesses and the economy. Tourists/businessmen would never plan a quick visit to HK if they have to do a 5 day quarantine.

Agreed, 5 days isn't enough to make a big difference. 3 days would make a bigger difference. But - it's moving in the right direction, and certainly would not lead to wholesale opening of mainland border.

The point of comparative reference for Hong Kong to be considered as a competitive international city is Singapore. This means currently that anything other than removal of quarantine as the next step does not pass that comparison.
