    Not a defence but a possible explanation. Cat and dog only added in 2021- I have a feeling UK is dog only. I found a 2017 article confirming the request to add them so they used to be omitted from list of relevant animals.

    Correct the law applied to animals commonly raised on farms, more for reasons of compensating the owner of the animal than for animal rights. I would believe this dates from 50s or even pre-WWII and was simply not touched until recently.
