Various officials (all of whom get paid very high salaries + pensions and have totally secure jobs for life funded by the taxpayer) have been talking about opening up for ... it seems like forever but is probably around two years. In the meantime, they build more quarantine facilities.
I've long since reached the point where I've stopped giving any credence to these "give the downtrodden masses false hope" rumours. I'll believe it when it actually happens.
Have they actually given a possible date before? I think this has been leaked to gauge public opinion, as they did with the reduction in quarantine. Seems there's internal disagreement over it, but hopefully momentum will build in its favour. The government press release last night certainly didn't rule it out.

Combined with testing the airport arrangements to see if they can cope with 1,000 arrivals in 30 mins.

There aren't enough hotels for 1,000 arrivals per 30 mins, so could signal potential future home quarantine whilst maintaining testing on arrival?
I wouldn't count on public sentiment to open up. There are a f*** ton of brainwashed old people and local degenerates who I'm sure would prefer we stay closed forever.
If they are testing for increased numbers with the same on-arrival proceeders, then I agree that the next likely step is a return to Home Quarantine (or, possibly, a 0+7 arrangement).
Either way, Hong Kong needs its borders fully open with no restrictions on arrivals to stop the self-inflicted economic decline.
