    My understanding is that after returning to HK you can leave again anytime and do not have to complete any testing (except airport arrival test, obviously), correct? I take it you need to inform someone if you do this?

    Yes I recall there is a number to report this.

    However, this situation has always existed and as long as you have proof that you have left HK (e.g., boarding passes or record of movement from IMMD) *prior* to the required tests then I doubt they would be able to successfully prosecute you for not taking them.
