There are two obstacles to someone visiting HK from China for tourism. First of all they can't get a visa because for Mainland residents the visa is issued by *surprise* China, and not HK. At the moment China is not giving out tourist visas for visiting HK (other visas are still being issued, e.g., visiting family in HK).
The other impediment is obviously the quarantine on return.
Having said that, if someone was really determined they could still come to HK for tourism using their Chinese passport in conjunction with a ticket to a third country.
The biggest influx will probably continue to be Chinese nationals trying to get into China via HK. They're already making up a large proportion of arrivals into HK. Under this new regime they have to stay a minimum of three days in HK. But the stay could be a lot longer if Shenzhen lowers the daily quota or if their flight to China gets cancelled.

Why is the new policy called "0+3" when you still have to do testing in days 4-7? I understand the QR app turns blue after 3 days, but this does not mark the end of the process. Wouldnt it be better to call it "0+3+4"?
