I think HK was really good at soft power with art, movies, music, city culture etc in the 70's, 80' and 90's that gradually declined and is now post NSL very very weak.

Soft power is vital to a cities appeal and vibrancy.

Any policy to free the creative community would be welcome.

Agree..but I don't have high hopes for movie industry in general everywhere. I don't think the blockbuster level/movie premiere red carpet hollywood glam will recover even if all travel restrictions worldwide got lifted. I think the stars will have to make do with earning much less than before.

I'm on the opposite non-art spectrum. I think a good area for "new" business that has potential to become a staple industry is schooling/university research. Lots of ppl from other Asian countries already come to study here, so can make that into a bigger thing. I can't name any specific now but sometimes I see random research findings by university teams that are pretty groundbreaking (in a specific field) so clearly HK can do it if it wants. It's not gonna be a NEW industry but it's one that brings in $ and has growth potential. Students here means your real estate/local business in part also gao dim sai. Kinda like positioning HK as the place in Asia for respectable university degrees.

HK with all the typhoons and landscpe is pretty suitable for weather-related academic research.

I might get booed by the parents..but also good chance to start talent agencies/schools specializing in managing and training YouTuber talents. Like Johnny's in Japan for traditional talents but for YT. There are already such agencies elsewhere but make it into a thing and as part of the bigger industry.

People revive communities. Government policies are crucial, but at the end of the day, it's the people.

It doesn't seem the people are too interested in the state of their own city. Those who have the financial means move away. Those who stay, are too afraid to voice their opinions.

Perhaps people in HK, locals and expats alike have lost a connection to the city. Its not theirs.

In other words, Hong Kong and Macau are siblings hence equal treatment in terms of future role..

This is a seriously deluded proposal. Who apart from a few crazy investors from the mainland will fork out 30% extra first only to have it refunded after a few years? Most people will prefer to wait to become a permanent resident in HK before they buy property, to reduce uncertainty.

What oft delayed housing cum infrastructure projects will be recycled this year in the Policy Address?

From the 1990's created Railway Development Strategy 2000

    https://www.hyd.gov.hk/en/technical_...s/doc/es_e.pdf

The oft repeated rail projects over the last 25 years that HK still needs
    - Northern Link
    - East Kowloon Line
    - South Island Line (West)

What we'll probably get is a HK/Bo'An airport link and roads / rail to the Northern Metropolis and the Loop Hub Zone hi tec thingy.

    Roads
Does HK need more roads? Bypassing a bypass does not generate much economic gain.

I hope to see tunnel toll harmonisation next year but I doubt they'll do it.
