    disclaimer: I cant read chinese so no idea what is it says
    $1,000 for careless driving that risked injury and damage to others
    $2,000 for crossing the road improperly that risks injury to oneself only

    The $1,000 offence is subjective and requires a video and a witness statement to be taken.
    The $2,000 offence is objective (light/not; position; etc) and can be done with just an officer as a witness (video optional).

    So obviously the big bucks are not driving or parking offences, but for pedestrians.

    Good point, but I meant $:effort/time (to get statement, seek advice, be able to prosecute) ratio.
