Not a good look for an essential industry (that said, I have a lot of respect for most of HK's bus and minibus drivers).

Even though the journalist seems to think that mg stands for micrograms. It does astonish me how completely innumerate most journalists in HK seem to be. A good friend of mine is a sub on the SCMP, and it is one of the banes of his life!
seems Breath is measured by MCG = Micrograms, blood by MG = Milligrams, he or she wrote the wrong requirements of 22 MG
this driver was nearly 3 times over the limit.
"Prescribed limit" means:
(a) 22 micrograms of alcohol in 100 millilitres of breath;
(b) 50 milligrams of alcohol in 100 millilitres of blood; or
(c) 67 milligrams of alcohol in 100 millilitres of urine.
