If you would have the capacity to not only read the SCMP, but the government sponsored link you shared yourself, you would have read that government can make talent schemes and talent "rankings"all they want, but they don't actually account for jobs on the ground, which as the many testimonials and numbers show are just not there anymore. With the current business exodus, the reality is indeed that the situation is now very different to the pre-2020 era HK, sadly no more.
