The penalty for attempting to do something for which the mechanism is explicitly laid down in the Basic Law is 7 years in jail.
Having quickly skimmed the reasons for sentence it is clear to me that the Learned Judges are of the view that anyone simply putting their name on the ballot for the primary was an "active participant" and therefore should be locked up for a period of 7 years (less mitigating factors etc).
Now there were 73 such people. Several of them (Ted Hui etc) left HK before they could be apprehended. 55 were arrested. 47 were charged. And 45 were sentenced today. (I'm not clear why the other 2 were not.)
But of the 26 people on the ballot but not charged, at least some of them are still in Hong Kong - one possibly known to many people here is Jeffrey Andrews. I guess he must be putting his affairs in order in anticipation of a knock on the door!
