Do nothing. Treat police and ambulances same as normal vehicles. Any attempt to be courteous or give way for an ambulance will just confuse them and you're risking causing an accident. Sad but true.

In Singapore all emergency vehicle comes with a camera, if you are videoed not giving way i think a ticket will come.
Same goes for cars driving in bus lanes.

Which is more efficient ? The nanny state like Singapore ?

I expect this will be implemented soon now that you have brought up Singapore ... They have to cover their deficits.

There should probably be a road etiquette exam or manual at least if you're converting a driver's license, or renting a car in a place where you didn't pass the test. They tend to focus on laws which is fine but it's handy to know the local ways.
