    Sexual Conviction Checks - To Cover Private Tutors & More...

    The scheme has since been expanded, enabling employers to review potential employees' criminal conviction records for sexual offenses if they will be working with children or mentally challenged persons.

    A government spokesman said that the validity period for applications submitted starting yesterday will be extended from 18 months to 36 months to reduce the need for reapplications.

    "Prospective self-employed persons include, but are not limited to, private tutors, music teachers, sports coaches and persons providing door-to-door services," the spokesman said.

    "The SCRC Scheme remains voluntary in nature. Employers may decide whether the SCRC is necessary after assessing the risks."

    The strange difference I noted about HK is that they didn't ask for police clearance checks from other jurisdictions. So someone coming here for the first time just has to prove they haven't been convicted of an offense in HK and they're good to go.

    Why is it voluntary? If you are working with children or vulnerable people it should be a requirement.

    I remember my wife needed a police clearance in the UK but I am pretty sure they didn't ask about the Philippines

    Teachers definitely need to provide evidence of no criminal convictions from every jurisdiction they have worked in to work in the UK. You have to go the through a DBS/ CRB check. The requirements may be slightly lower if an individual may be in a supervised role.

    There is no argument to justify not having a deep check, the HK "no record of criminal conviction" is a bit of a joke. As @paddylast says, if a person has not been caught abusing someone in HK, there is no sanction. A bit alarming if you have children.

    Any professional that works with children should know to never be alone with a child. The tuition centres and the private tutor centres should all have glass windows into rooms at a minimum or if in a home, be in a supervised space. All the adults taking care if children in HK- security guards, bus drivers, caretakers, office staff, classroom assistants etc should be checked.

    So it is only countries you have worked with children or vulnerable people in?

    I am not a teacher but I did have a volunteer role that required a background check and training. I think it is standard now for all such roles- scout leaders, youth group volunteers etc. They wanted evidence from all countries of residence. I had to provide all previous addresses in all countries I had worked in, it was not related to working with children, just that I had no criminal record anywhere. I have no idea if they check arrest records etc (never have been!).

    How the abusers involved in the church continue in role, I have no idea. There are clearly loopholes.

    Because if they have never been charged and it was covered up there would be nothing to show up in checks
