I think it should be changed from $2 to 20%. This will reduce "misuse" by quite a bit.

Yes but surely they knew which charges were coming from JoyYou cards and which ones were anonymous. So they knew well before August that the growth weren't coming from anonymous card users.

I'm confused. What data have you seen that showed that the $2 growth is coming from JoyYou cards? My expectation is that the numbers would have dropped substantially from the day in August that Elder Octopus went to half fare. Please show data!

If it did drop significantly surely they would've told the press by now. Clearly it didn't and is still a big drain on the budget.
