I am just speculating.

For Japan, there is warming of relations between China and Japan in recent days. I wouldn't be surprised if some Japaneses were to be individually "invited" under QMAS.

For Korea, they got lots of tech talents and entertainment industry talents, whom Hong Kong can employ. Maybe, again just speculating, recent events in Korea may persuade them to come here.

They both possess the skills Hong Kong needs. Both countries have signed double taxation agreements with Hong Kong.

More importantly, they wouldn't be lonely, unlike some Top Talents.

Based on all my Mainland inventors in HK (at unis and research institutes) my answer is...yes. Come for a PhD and just...stay.

Yea 100% no on this one. a) we don't need 'tech talent'. There's no jobs at all for true techies and b) all tech is done a mere handful of kilometers north in Nanshan/Futian, Shenzhen proper. To interface with said talent you have to be fluent in written and spoken Mandarin. You won't find those in Japan or Korea.
