Good. Stops people from going to A&E for cough and flu because it is cheaper than GP.
I once saw someone walking to the A&E with a tiny little cut it was absurd. She looked like it was the worst thing that ever happened to her. Wasn't classified as urgent on the board.
400 is a little too much imo, some helpers for example will suffer from it while Angus Abricot Wong will use daddy's private insurance for free.
What about the arsehole cops? Will the people they refuse to serve unless they go to A and E and get a free (1st priority) MRI even when they're adamant they have no injury of note still have to go and get a compulsory free MRI? And will the arsehole cops stump up $400 for that utter waste of resources with taxpayers money? Or will it come out of taxpayers pocket via the HA's budget instead?

It makes sense only if they don't really want to fix the root of the problem--which is like punishing people for looking for an inexpensive way to manage their health than to provide them the resources they actually need to prevent them from abusing the A&E in the first place.
Does it make sense to burden the entire public for the abuse of the few? Retailers in the west tag customers that are abusive on excessive product returns. They could probably make use of that in this situation too.
They just need to add more public clinics.
I mean if you look at how few government clinics there are throughout and what population density they each actually serve, it's no surprise that it is so difficult to get an appointment through the HA booking system without being forced to wait at least 1-2 weeks at times. The clinics are overcrowded and maxed out, so it makes sense one would choose to go to the A&E as the next 'best' thing even though I don't encourage it as it does jam it for people with real emergencies.
