    Whole tone sounds like they were just writing up reasons for their non-“decision”, so why should their behaviour in the future affect what happens? Plus since the returning officer is supposed to be the one making the decision, are we to surmise that he is the one leaking, or it’s really not the RO who makes the decision after all?

    A leak like this raises more questions than answers, and foremost of all is the motivation behind it. If I had to guess, the regime is trying to find elements willing to self-censor, so that if found, they can slap the label of “opposition” on the token presence in Legco, if it’s ever “elected” again. In the meantime, splitting the opposition can’t hurt.

    Hasn't the member for the Social Services already announced his retirement. Does that mean no by-election?

    He was sentenced (same with Tanya) which means they can’t run again but they can stay on for the rest of the current term.
