Official duties are exempted ... I am quite confident you guys knew that .. (just adding this for the sake of the clueless who might think the govt had an obligation to send a parking attendant type person to start issuing tickets in that meeting)
Send the CS an email with a copy of your ID card and proof of address if you really do need to know if a exemption was issued for this meeting.
did the experts need to do the 21 days quarantine?
Not normalising it for sake of being apologetic. Just pointing out that ANY and EVERY country has an exception list - some of those exceptions are designed for those "in power"...I don't understand why you are constantly normalizing or being apologetic towards authoritarian policies.

- passengers in transit
- passengers travelling for imperative family reasons
- seafarers
- persons in need of international protection or for other humanitarian reasons
- third-country nationals travelling for the purpose of study
- highly qualified third-country workers if their employment is necessary from an economic perspective and the work cannot be postponed or performed abroad
It's actually an interesting thought though, politics aside - should they have done maybe one night in a DQH with a standard covid test, just so they could experience Hong Kong's quarantine system close up?
