Perhaps/perhaps not (I am no gvt official nor do I know of any high ranked enough in both countries to tell me what is/was really going on) except here we are not talking about the Scarborough here and Japan is a much stronger (sorry Hull) opponent that the Philippines.
So both countries should cut the crap and move fwd.
What do both countries need with the islands? They have plenty of land anyway.
Do the Chinese wish to build luxuary shopping malls and have the Japanese simply run out of locations to make porn movies?
That depends on who that neighbor is. If you are talking about the Philippines, China can easily demolish whatever military units Manila send to Scarborough Shoal, if it comes to a actual conflict. Manila is no match for Beijing. Despite what the Americans say, they aren't interested in backing Manila to fight a war with Beijing.
If you are talking about Vietnam, they would be a tougher opponent to Beijing, but at the end of the day Beijing will still prevail in any war over the islands in the South China Sea.
Japan is the only Asian neighbor with current territorial disputes with Beijing that has a military edge over China.

The US will have to get involved if China really does try anything nasty regardless of whether the target is Japan, the Philippines, or Vietnam (which has begun dramatically warming up to Washington, as has Myanmar). The saner elements in Beijing are aware of this but they might be overruled by delusional Boxer-Rebellion-retread-wannabes.
Nationalism is not rational or logical. It thrives on constructed identities, blood or religious ties and differences. Yet the way it manifest itself is, in some ways, remarkably similar. Doesn't matter whether you are a Brit, Aussie, Jap or Chinese nationalist.
Come to think of it, if you look at locals and the way they react over the islands and the way Mainlanders react over the islands, don't you find the locals much more sane and down-to-earth? At least in this respect, HK locals can be admired.
