Yup. Without positive incentives for couples to have children, this by itself will not change the low birth rate. The cost of childcare, competing priorities for women in a modern workforce, lack of support from employers, etc, will continue to adversely impact birth rates.

The last relaxation was in 2016 (allowing 2 child per couple), and number of births in China has fallen every year since.

Obviously 2020 is covid-19 related, but the trend is very clear.
To get more babies, I don't think saying hey you can have a third is the answer.

Depends - if her family had sway in the party -> pay a fine (in Guangdong it was meant to be multiple of annual salary) and have more children. I suspect the fine was waived, or put as some fraction of average salary, etc. Depends on where the births were registered and how they got the residency permit. If you were in a poorer place, the local party folks would harass you, force some sterilisation on the mother, abort the baby (even late term), have some onerous fine, kick you out of public/subsidized housing, terminate your government job, etc.
