If I got that correctly, yesterday somebody from Shenzhen that was on a close contact list borrowed a phone to sneak in to the Pazhou Exhibition Center in Guangzhou (where that also do the Canton Fair), Hence they made an immediate lockdown of the fair ground with 1000s still inside.
