Corrupt relationships between health officials and test labs - is it possible?

Seriously? Is this actually possible?

It is all but the inevitable conclusion. When you have restricted country access only to uninfected, and then quarantined to be doubly sure, continue surveillance of sewage from all districts for compulsory testings, genome-sequenced all variants, distributed free rapid testing kits to encourage residents to self-declare positive results, which are retested for verification, and then require the retesting of the tests to further confirm the tests because the retested tests deviated from tests stats, and then decide the test results will no longer be published individually because the retestings of the tests will be published instead, and YET still cannot get any clarity on the covid situation, the only possible logical explanation is that forces of nature must be at work. And likely in collusion with foreign forces.

Children older than three will need to show a green health code on the system that controls people's movements, as well as a negative Covid-19 result no older than 72 hours, according to a statement from the Beijing Municipal Administration Centre of Parks.
Previously, kids were able to go to parks and other public places without getting their test results checked provided their parents met requirements for entry.
