    He later tweeted again, this time alleging "this exploit happened because the gov developer wrote a tech blog on CSDN and accidentally included the credentials."

    Problem is I really can't think of anyone who might be interested in buying that information for any sort of money...... other than the Chinese authorities and they already have it

    yeah...but, ok I'm projecting my own stingy self onto scammer role - I think a scammer wouldn't pay for this, even if it didn't have the added complication of police being hot on your trails. Goes against the scammers' code of getting something for nothing

    How come only one billion? Shouldn't everyone be in that data base? Doesn't china have 1.3B people?

    Not sure how proactive the authorities are with registering people in more rural areas. The population figures are likely quoted with the assumption that there's a few hundred million unaccounted for living in the sticks.
