I am no Xi whisperer but the last bit from Christopher Buckley..I have a diff interpretion. I dont think the omission is because he feels more anxiety abt intl outlook. I think it was left out on purpose because they think if we dont mention it now, ppl esp US will get nervous because they will interpret that as a sign we are ready and prepped for military skirmises at any time.
