3rd Runway - is it all about Air Space Control?

Chatting to a government official yesterday and he suggested that HKIA expansion for a third runway was not really about extra capacity as there were other options to increase capacity and the projections were optimistic. He suggested that one of the main drivers was the transfer of control of Hong Kong airspace to the Mainland.

The current air traffic hand-over mechanisms between Hong Kong and China are supposedly cumbersome with near distance route constraints and Shanghai determining slot capacity in the busy Eastern corridor.

The undiscussed official line seems to be that it would all be much easier if Hong Kong airspace was no longer separate and the City became a region under the control of Guangdong.

Isnt that part of the 9+2 plan?

If the plan in fact is to integrate the airspace to make it all easier, why not make Guangdong a region under the control of Hong Kong? I would expect traffic control in Hong Kong to be superior to the one in Guangdong considering that the HK airport has far more traffic and far more experience than the ones in Guangdong. Also my own experience flying from both SZ and HK airport indicates that the guys in mainland China are incompetent, always delays etc.

Do the Quisling Sell Out Hong Kong thing and profit at the same time? It's a no-brainer for our Civil Servant (cue laughter) Overlords.

Rumour is that the HKATC may not be as bright as you may think. There has been a lot of drama, not only over this:

But yes, China does in fact create big bottlenecks for HK as far as I understand from observing discussions between pilots and air traffic controllers.

Lawmakers sore as govt fails to clear the air - RTHK

HK Gov will not come clean on proposals for Airspace post 3rd Runway. The runway can't really work without changes to airspace. How can LegCO do its job if the Government hides the real intention from it. Oh Dear....

Zhuhai offers to take load off congested Hong Kong airport | South China Morning Post

This seems a sensible way to free up capacity at HKIA.

Private jets land at HKIA owned Zhuhai International airport then jump on a 20 shuttle-helicopter right into Central.

    Relieves pressure on HKIA
Forces returns on HKIA investment into Zhuhai
You arrive in Hong Kong by helicopter (cool)

But why not just land at Shek Kong airport?

Isnt there a cloud over how heli-licenses are/were being handled?

But I do agree... land the private jets somewhere else like Zhuhai and heli the VIPs over to Kai Tak Ocean Terminal or some where near the convention center?

The runway is not long enough for jets to land safely.
