    Reporting on government policy is always regurgitation of the party line. Do you want to be presented with fake news or what? The difference to the West is that in the West they also report on the statement given by the opposition. Since there is no official opposition in China, there's a nothing to report there. Hence the vacuum in reporting. One can hardly blame the newspaper on that, nor should one be surprised by the fact. The only choice the paper has is to present critical analysis/ opinions on the topic as presented by Tom Holland here.

    Last time I looked there was an opposition in Hong Kong. The SCMP now only seems to paint them as miscreants rather than exploring policy.

    When the CE's policy address is devoted to Belt & Road it has clearly become a Hong Kong internal policy not foreign policy

    You're seriously moving goal posts now. You asked about Belt & Road and Xi Jinping's vision. This wasn't about Hong Kong's support for that vision.
