And it's pretty easy to achieve... Organize a few people with cars to have "breakdowns" at the entrance of all the Harbour Crossing tunnels. I believe they all have either 2 or 3 lanes. So if u have two rows of cars, u just need 4 or 6 cars. If the drivers refuse to keep going it probably will take quite a while to clear it.
EDIT: This is only my guessing, so please don't take my words as fact but just as mere wondering.
But I feel that due to HKs geography its very easy to bring the traffic to a halt. There are only 3 railway crossings into HK Island and 3 road tunnels.
Same thing between KLN and NT, there are only 3 major tunnels (Lion Rock Tunnel, Tate Cairn's Tunnel and Eagle's Nest Tunnel), besides the West Kowloon Highway. Some smaller roads as well (Castle Peak Rd, Lai King Hill Rd, Tai Po Rd, Kwun Ping Rd and Hiram's Hwy) but in total you would only need to block 13 roads in order to stop all road traffic between HK, KLN and NT
