    I would try to envelope Shenzhen into the HKSAR. The chronic lack of immigration would create a situation where companies leave HK due to inflexible labor laws. It could be a sort of 'bait' for Mainland Chinese to stick with the CCP, knowing that eventually they would be given the same freedoms as HKers if they develop like Shenzhen.

    HK should have enveloped Guangdong a long time ago giving more land mass for HK people to choose from and different price points.

    It would essentially force Mainlanders to accept HK culture but that would quickly dilute the HK population. The goal of the mainland. But they did not do that....
