think about it... $160k for a person who is obviously acting on his own. There is no other person to 'rat' him out. he has been doing this for a long time and successfully too. You dog owners need to up the 'cat and mouse' game.
spend that money getting the police to put additional cameras in the area - or better yet why don't you dog owners have a fund raiser and start installing hidden cameras - similar in size and capabilities like what a lot of taxi's have installed...

that's the best suggestion yet.. you can get a few motion sensing camera's and hide them in likely spots.. its a slow and agonising death for these poor dogs.
I was thinking of something similar to find out which lazy so and so is letting their dog crap outside my place without cleaning it up.
