On a note, am I understanding it correctly if a Dependant Visa entitles you to work automatically in HK ?

No. You cannot work in HK on a dependant's visa -- unless you're dependant on a permanent resident.
Which means, a dependant of someone who is already here on a visa of sorts (work, education etc) cannot work.
