I know I have it. so there are couple of months last year, my bill is 0.

'incentive' is not really the right word, although rather than saving energy the result is probably that households use more power, so perhaps the incentive is to boost the profits of the electricity companies?

Many peeps may get the a/c going for longer for example, knowing that they get a 150hkd rebate.
