    As with anything, depends on context.

    Did the dog run into the path of the car without adequate time to break? Or was dog sat in the road and driver failed to see/react? Did the driver even intentionally drive toward the dog.

    No simple answers. But then surely you knew this?

    Perhaps look at it from another perspective. If the owner is failing to keep his dog under control - either on a leash or locked in a garden, and he's running in to traffic and endangering other road users, is the dog owner liable? What if car driver swerved suddenly to avoid the dog and hit a child? I'd look in to if there's any way to report the owner for endangering road users by not keeping dog under control.

    This is better than in the UK where "cat" is not considered an animal that requires you to stop and report it as a road traffic accident.
